The Basic Issue with Federal Baselines
Over the last decade, several notable Federal construction projects have run significantly over budget. Perhaps the most notable was the Denver VA hospital, but there are others that have far exceeded the funds apportioned to them.
These budget overruns often are the result of poor Federal baseline estimates. If the baseline estimate for a project is inaccurate, then the budget for that project – which is derived from the baseline estimate – will be inaccurate, too.
