In the recent webinar Procurement Secrets of High-Performing Local Governments, David Yarkin discussed five trends he’s seen in public procurement.
These five trends are:
- Increases in CPO Turnover
In a five year span, more than half of the U.S. states experienced a change in CPO. This rapid pace of turnover has resulted in a new generation of CPOs in the last several years.
- Procurement Department Staffing Reductions
Mr. Yarkin notes two major contributors to this staffing reduction: The Great Recession and the Silver Tsunami.
- MWBE Participation Demands
43 U.S. states have some sort of target for MWBE participation. More states, cities and counties are adopting these measures.
- Increased Push for Cost Savings in Procurement Operations
Several factors contribute to this, including the pension liabilities state and local governments are facing. Governments focus on procurement to aid in cost savings.
- Increased Adoption of Cooperative Procurement Across the Country
Mr. Yarkin notes the benefits of cooperative purchasing include a faster process than the traditional RFP process, and it helps fill the gaps left by a reduction in procurement staff.
